This is a simple and quick tutorial on how to block a webpage. You can use it to block a webpage you don't want your kids to visit or stop visiting your ex her/his friendpage like Facebook or something. So use it anyway you like.
The location of the "hosts" file is "C:\Windows\System32\drivers\etc".
Now in the video you can see this guy editing some permissions, but when you browse to that location you can first try to edit the "hosts" file directly and fix the permissions only if you're not allowed to open that file.

Windows 7 has some built in developer shortcuts that you can easily access. One of these shortcuts allows you to create a folder with practically all settings of your computer. The string you must paste is: GodMode.{ED7BA470-8E54-465E-825C-99712043E01C} .
Remember: you can use any name for the folder (before the dot in the string), but do not modify the GUID). This also should work in Windows Vista, but problems have been reported.
